California has been giving out money to NGOs with NO SIGNED CONTRACTS and NO TERMS FOR SERVICES TO BE PROVIDED, straight money laundering

“We knew that something was going wrong with the homeless system in Los Angeles.

— The court made this audit report public, and it really is damning. It shows the city and LAHSA (The Los Angeles Homeless Services Authority) are in complete disarray in terms of how they are managing the homeless services in Los Angeles.
